What is it about?

The financial risk in health care commissioning is driven by the volatility in admissions for certain conditions. Elderly admissions are investigated to see which conditions (diagnoses) show the highest volatility.

Perspectives

The government in England implemented the purchaser provider split back in the early 1990's. The exact magnitude of the financial risk to both parties has never been openly discussed, perhaps because it is simply far too high. It would seem that it is far easier to lay blame to the NHS than admit financial failure is an inevitable outcome.
