What is it about?

The bulk of a persons lifetime utilization of acute medical care occurs in the last year of life. Annual deaths in English local authority areas are used as a proxy to determine the magnitude of yer-to-year volatility in costs associated with end-of-life

Why is it important?

While epidemiologists are fond of the age standardized death rate, health care costs are actually driven by the variation in the absolute number of deaths in each location.

Perspectives

Needless to say the implied financial risk is very high, a fact which has never been discussed with the NHS who get blamed for financial failure. Such is politics. Part of a wider series on financial risk, see http://www.hcaf.biz/2010/Publications_Full.pdf
