Every policy has unintended consequences. The four hour target for a wait in A&E was no exception. The A&E tariff was based on numerous assumptions which contradict the real world and real world behaviors of providers

Why is it important?

The 4-hour target lead to an increase in assessment unit activity. The real cost of A&E can only be revealed by combining A&E and assessment costs. As expected costs show economy of scale.
