This paper demonstrates how risk sharing between health care commissioners can be used to reduce the inescapably high risk mainly arising from emergency admissions and small number volatility.

If the intrinsic financial risk is very high then smaller commissioning organisations need to share the financial risk.

The Department of Health has been careful to avoid open discussion around financial risk in health care.
