What is it about?
The Dolly Parton Imagination Library is a book-gifting scheme for under 5s. The money for the books is raised locally. In this paper we explore different ways of thinking about this initiative in the context of one English city.

Why is it important?
We think it is important that, in times when resources are limited, schemes of this sort are seen as supplementing rather than supplanting city wide policy initiatives. While book ownership is important, it is not a substitute for public lending libraries.
