What is it about?

Why do people resist implementing data-based public policy initiatives in public policy areas? This paper seeks to explain why stakeholders in education appear to be resisting data-based initiatives in education and what can be done about it.

If open-data based initiatives are to advance, we need to better understand and confront sources of resistance.


Open data initiatives are more likely to face acceptance by stakeholders if they are more data-informed than data-driven.
