What is it about?

Since NPM reforms, public organizations/ agencies have been granted autonomy to function in a better way. The paper examines the level of autonomy of public agencies in Pakistan. It analyzes whether autonomy is granted on the basis of structural arrangements and rational grounds of NPM reforms or things merely depends on the culture and values of the country in which the reforms are implemented.

Why is it important?

It adds evidences of the way of implementation of New Public Management reforms in a developing country like Pakistan. Moreover it highlights the importance of context and culture in the implementation of reforms as autonomy was not found to be linked with the structural attributes of the agencies.

Perspectives

Literature lacks evidences from Pakistan regarding the way NPM reform lessons have been implemented at the practical way. It shows that granted autonomy is more of a stated thing in the country rather than granting autonomy at strategic level to the agencies. The context and culture of the country helps in explaining the reason of this difference in stated and in function situation. Further studies measuring the impact of autonomy on performance of agencies can help government officials to make better decisions.
