What is it about?
This article is presented as a policy review of the open data movement in Sweden through the prism of its traditional inclination toward philosophy of open government, open economy, open source software, open science, and even pirate politics. The research analyzes various political and socioeconomic backgrounds of the phenomena, demonstrating how its fundamental pillars such as civic engagement, direct participation and public-private partnerships are exactly promoted within one given society.

Why is it important?
The paper propose a universal conceptual framework for case study research that could be repeatedly used in investigating the phenomena of open data regardless of cultural or administrative contexts, especially in analyzing political and socioeconomic drivers and barriers in the adoption of various collaborative and related civic engagement platforms and startups. Furthermore, the paper discusses prospective directions of future research in the field, proposing new agendas for analysis and testing. The results of the research could also be used by practitioners and policymakers in evaluating and improving the operation of various open data-driven projects all over the world, providing a number of practical recommendations on how to solve various challenges in promoting related public sector reforms.
