What is it about?
Classical views of computer science education are based on cognitive skills: Bloom’s taxonomy, constructivism, etc. The social construction model takes into account that knowledge is constructed by interpersonal interaction and is not an abstraction outside of such interaction. If you understand this you can do research in computer science education that does not only consider cognitive aspects.

Why is it important?
This is the first paper I know of that relates computer science education to the social construction model (not to be confused with social constructivism, a variant on constructivism).
Perspectives
Much work on computer science education is purely focused on cognition; this creates a narrow view of the subject and could in part explain problems like gender imbalance among students and academics in the field.
