What is it about?
Participatory extension has been tested and validated since many decades. However, the envisioned positive change of the concept is influenced by development of resistance to change in which case the past trends persist to exist.

Why is it important?
Our study introduces the Evolutionary Governance Theory, that gives the opportunity to critically analysis the essence of participation, agricultural extension, and decentralization. It inspires planners and policy makers to understand and explain unexpected events and changes.
