What is it about?

This chapter examines the relationship between state collapse, counter-insurgency and security governance in Somalia. The arguments raised are that under conditions of state collapse, the African Union Mission in Somalia counter-insurgency operations have adversely affected both internal security in Somalia and regional security. The counter-insurgency operations have provided al-Shabaab with political opportunities to sustain their insurgent activities at the same time compromising their capacity to offer local-level security governance alternatives in the areas under their control.
