Why is it important?
The development of vocational education training system into its present form is dependent on its previous development. In order to understand its formation and future looking back helps to understand the long trends and challenges of its development in contrast to other Nordic countries
Perspectives
Looking at the historical development helped me to understand how various interest groups have been vital in the introduction of vocational education and training system in Finland, how they have been taking initiative and reforming it. At the same time the role of some individual policy-makers and societies has been crucial, like e.g. the impact of Viktor Julius von Wright. Also, while studying for this chapter I was quite impressed how personal international contacts and visits have influenced the organisation of Finnish VET already in 1800-1900: there were interested developers who travelled and spent months abroad to study and learn new ideas and implement them back home. The establishment of Sunday schools followed a Nordic example.
