What is it about?
Water is a scarce object. But access to water to every human is a must. In that context, the formulation of a water policy regulating its use and facilitating conservation is an important step. However, that can not be used as a pretext to privatise and commercialise water. This will only deprive the poor and marginal section of the population from their access to water which is their fundamental right.

Why is it important?
The reaction of the people toward such policies show that government often do not have proper consultation with the former before formulating critical policies. The essay shows how government scuttles people's voices. But people also must learn how to negotiate with the exclusionary policies of the government.
Perspectives
I wrote this paper as an observer as well as a participant in the public discourses which offered its critique of the government water policy and provided an alternative water policy.
