What is it about?
This is about claims to secession, through the democratic exercise of the right to decide or of self-determination, made by Nations or national regions in order to sever themselves from a larger State (Member State of the EU) in which they are constitutionally locked-in for different reasons. A powerful argument for secession is that it would be contrary to democratic principles to force these regions or nations to form part of the larger Nation-State without giving them a chance to decide on this status.
