Why is it important?

Decentralization and local government development have been major reform activities for decades now. One of the reputed benefits of such reform is the prevention or resolution of conflict. I examine the evidence for peace benefits related to decentralization in three countries: Colombia, Guatemala, and El Salvador. Can these experiences provide lessons for the future?

Perspectives

These are three cases of internal conflict in which varying degrees of decentralization were or were not (in the case of El Salvador) aimed at helping resolve the wars. Decentralization is not a panacea, however.
