What is it about?

This chapter articulates an argument for advancing the frameworks towards a preventative protection regime. It articulates an R2P Preventative Assessment Tool, which is an original tool for monitoring conflict and establishing preventative measures for the protection of asylum seekers and refugees. This tool suggests an initial set of preventative measures that advance R2P’s preventative approach by drawing upon the provisions of the UN Charter and the Refugee Convention to assist in monitoring disputes and refugee protection. This original tool requires States to recognise that mass flux of asylum seekers is an indication of dispute escalation with involved violence that might account for atrocity crimes and raises the need to activate preventative measures to facilitate evacuations and access to safety to those affected. Such preventative measures address potential mass fluxes of refugee movements by establishing pre-agreed protection plans that could facilitate their entry and access to the Convention’s rights in arrival States. The R2P Preventative Assessment Tool is distinct from other frameworks and initiatives aimed at the prevention of mass atrocities by integrating pre-agreed protection plans alongside risk assessments.
