Pavement engineers need to integrate the evidence of different objectives to form a final belief for pavement management decisions. This paper conducts a study of pavement maintenance and rehabilitation (M&R) activities using Belief function theory (BFT) to understand pavement engineers’ decision-making behaviors to make appropriate decisions.
