What is it about?

The NHS has tried to implement a Just Culture since 2001, yet in 2020 there is still a pervasive culture of fear and blame. This ultimately harms both the people that work within the NHS and the people it serves. A new approach to Just Culture is proposed that places learning and improvement at the centre and shift away from apportioning liability to individuals.

Why is it important?

A true Just Culture will improve patient safety outcomes, staff retention and staff recruitment. Existing approaches are limited or have failed to fully embrace the nature of working in complex environments. The approach outlined in this paper addresses these limitations and creates a new frame to help create positive and profound culture change.
