What is it about?

According to the Code, errorss in basionym literature citations when changing name of a taxon (eg. due to changing its rank or attribution) do not preclude validity, opposed to the lack of the precise citation (eg. not stating pages of the paper), that basically has the same effect. The proposals aimed at treating these cases equally.
