Why is it important?

The paper argues that the challenges of maintaining funding potentially creates competitive behaviours between groups that on the face of it should be cooperating and that the goal of securing resources puts organizational goals of survival ahead of the substantive goal of service provision.

Perspectives

Writing the article brought up some difficult issues as it became necessary to critique the behaviour of organizations that have positively contributed to communities through their actions historically. It also provided the opportunity to celebrate the activities of some admirable individuals and groups.
