Why is it important?

Oftentimes, testing program use continuous testing models where candidates can test on any day that a testing center is open. Under these models, one must make a choice when to calibrate data and launch a new form. This work shows that waiting as long as possible to calibrate data seems to be the most preferred option as this tends to produce the best Rasch item parameter estimates.
