The Covid-19 Crisis and the war in Ukraine have made assistance to nationals in en masse crises the most visible 21st century function of ministries of foreign affairs. Helping people follows the challenge of actually getting through to citizens.

Why is it important?

Diplomatic practice has become more and more enmeshed with society, for foreign ministries it is core business and a practice tied up with wider foreign poliy and international security issues.

Perspectives

A later, substantially revised version of this chapter has been published in Asia & the Pacific Policy Studies. It has been great to be part to this book project, which originated in a special issue of The Hague Journal of Diplomacy.
