What is it about?
This article looks at how R2P and global counter-terrorism initiative have evolved alongside each other and have begun to increasingly overlap. Some states have used these increased similarities to reframe or obscure the coercive counterterrorism activities as responsibility to protect when, in reality, they are committing atrocities themselves.

Why is it important?
The responsibility to protect principle was created to protect people from atrocity crimes. When states use the principle to justify atrocities the entire purpose of the principle is undermined.

This Special Issue starts to investigate how norms interact with each other - a necessary theoretical step to understanding norm implementation.
