What is it about?

We carried out a preliminary assessment of various formal and informal water governance rules in India. We find that it is important to focus on the design features that lead to superior performance when devising water governance rules. We also find that crafting governance rules for efficient water management should also take into account changing socio-economic, political and cultural factors.

Why is it important?

Water governance is critical to lifting millions of Indian farmers out of poverty. The water sector in India has been grappling with poor performance and the deterioration of canal and tank irrigation systems and severe exploitation of groundwater resources. Devising rules for efficient management of water resources have been an enormous challenge.

Perspectives

Writing this article was a great pleasure as I have had a long-standing collaboration with co-authors, particularly the second co-author. The article also brings back the painful memory of the untimely passing of the third co-author, who was a brilliant scholar.
