What is it about?

I suggest a possible conceptual frame to explore issues of common pool resource use. This conceptualisation is, potentially, flexible enough to encompass a variety of concerns and current observed phenomena without needing to resort to particularly complex mathematical or statistical methods to make deductive conclusions.
