Budgetary control and risk management institutionalization: a field study of three state-owned enterprises in China

Researchers and practitioners have questioned both the effectiveness of the current ERM framework and how the frameworks are being implemented in practice. We show that the integration of budgetary control and ERM positively affect ERM acceptance and cash flow stability.
