Why is it important?

Early stage cluster development is not well understood. In addition, often early stage development involves public administrators This study shows an initiative that is primarily driven by the manufacturers And includes a fairly unique institute for collaboration which is presented as a whole to outside customers while the work is then divided internally

Perspectives

This presents an interesting case that does not align well with existing theories and thus 'questions' those theories. At the same time, it is still early in the development so we have to wait to see how successful this is going to be in the long-term.
