Why is it important?

The paper shows it is not so much women who make the difference as that greater gender equality matters for foreign aid policy. In other words, gender equality matters for policy outcomes, not the presence of women as such.

Perspectives

Kelan Lu and I really enjoyed collaborating on this paper. It provides unique insights: it addresses quantitatively whether gender equality matters (yes) or whether women's presence matters (which presumes women have special qualities different from men -- and we don't find that the essentialist argument holds).
