What is it about?
Public engagement in spatial development issues can be endangered in a number of ways in societies where non-transparency, corruption and political benefits overcome the social justice. The paper elucidates different irregularities (in planning procedures) that undermined citizen engagement and, finally, hindered the public interest.

Against the authoritarian political regime, the citizens and NGOs still found the ways to express and fight for their rights. Some of these lessons can be implemented in similar socio-spatial contexts with similar problems.
