The study provides for the first time annual estimates of illicit cigarettes consumption at the regional level. It also provides an estimate of the revenues or proceeds from the illicit cigarette market. It focuses on Italy and on the period 2009-2012

Why is it important?

Currently, most estimates of illicit markets provide country-level, yearly, estimations. Nevertheless, the illicit trade (like most criminal and social activities) concentrate in space. This study provide for the first time a simple and replicable method to break down national estimates into regional ones. This may enable better targeting of preventive and enforcement actions
