What is it about?
Authors and students in developing countries often face difficulties in gaining access to papers in journals published in developed countries. To facilitate two-way exchanges with them, journals must help them gain access for study and publication. One way is to make these journals open access without any fees. 'Indian Journal of Medical Ethics', for example, has provided this facility to all readers from the start.

Two-way exchanges will enable those in poorly developed countries improve teaching and practice of ethical medicine and, at the same time, enable them to provide their own experiences under their peculiar circumstances to a Western audience.
