Why is it important?

The paper is critically important, because very little scholarly research is being done by and on the South African armed forces at present. The publication also ties in with more recent publications on defence planning in former communist and newly democratised states, such as those in Eastern Europe, and the difficulty these states experience with defence planning - a disconnect between policy intentions and strategic realities.
