Business interests and agendas have been highly influential in the restructuring of the UK planning system over the last 30 years. This paper examines questions of business power and the evaluation of business influence, as well as contemporary debates around the engagement of business in planning processes.

The theoretical approach adopted here is unique in focusing explicitly on the dynamics of business–government relations, which is particularly important in attempting to understand change in planning and planning policy.
