What is it about?

Sending relief teams to areas with high priority of relief immediately after an earthquake disaster leads to a decrease in the number of casualties. In order to achieve this goal, a spatial index using fuzzy hierarchical analysis (FAHP) is proposed in this study for prioritizing damaged buildings in the allocation of search and rescue operations after the earthquake disaster.

Why is it important?

Damage maps prepared are not sufficient for meeting the situational awareness requirements of relief teams to organize urban search and rescue (USAR) operations and adequate allocation of limited resources immediately after an earthquake. These maps may even result in wastage of time and increase in morality due to improper conducting of relief activities in highly affected areas without residents. Therefore, increasing the situational awareness in the form of relief priority maps is necessary for the optimized use of limited relief resources and conducting relief activities in the areas with high relief priority

Perspectives

Prioritizing the affected areas is a crucial part of making informed decisions for carrying out USAR operations; it results in increased efficiency and facilitating of the relief operations in the crisis management phase of an earthquake event. This study proposes a spatial model to achieve this purpose.
