What is it about?

This article explores organisational changes in three Czech ministries and two national agencies, comparing their responses and long-term adaptations based on data obtained through 33 semi-structured interviews. The authors identify key intra-organisational factors—especially culture and people—as drivers of both change and its durability. Ministries often reverted to pre-crisis routines, while agencies embraced greater flexibility and digitalisation.
