What is it about?

This article explains the Royal Navy's plans do develop their own independent amphibious warfare capability. Before 1914 they were dependent upon the army to provide soldiers for any landing. When the army command made clear that they were unwilling to do so, the Admiralty tried to repurpose the Royal Marines as an alternative striking force.
