What is it about?

From merely meaning control of territorial waters, medieval concepts of sovereignty merged with the Greek idea of "thalassokrasy" in 16th century England. This imaginative merger propelled what had been a modest concept to a concept with world-wide ambitions which was always unrealistic, but influenced subsequent authors greatly.
