What is it about?

The real opportunities in NEPA to reduce environmental impacts lie not so much with the final decision among the alternatives presented in the EIS but in the cumulative process of making hundreds of little planning decisions in the process of developing the EIS alternatives.

Why is it important?

This article is published at a time when parties are scrutinizing NEPA for what value it adds to the Federal planning process. It is the little decisions, made in anticipation of developing alternatives that will be presented in the EIS, that provide the best opportunities for reducing environmental impacts.

Perspectives

This publication grew out of my own rambling thoughts as to where the real value of my work as a NEPA professional lies. Ultimately, it would be great if NEPA practitioners began to think more about the little decisions; in doing so, the high-level decisions will subsequently occur.
