Why is it important?

The article compares and contrasts the EU response to two crises (Eurozone crisis and pandemic crisis) and offers a theoretically and conceptually rich account as to why the EU behaved differently in the two crises. It needs to be read by anyone interested in how the EU decides in moments of crisis and what sort of lessons it learns.


This article offers theoretical and empirical tools to understand policy change by a major IO, the EU. The policy learning framework proposed here is applicable to other regions of the world and most international organizations.
