What is it about?
This is a comprehensive review of the statistical evidence for so-called parapsychological or psi phenomena, using all the available scientific evidence at the time, and discussing common criticisms of the field.

Why is it important?
Psi phenomena are often summarily accepted or dismissed wholeheartedly without knowledge of the scientific literature about them. Also, many arguments that are assumed to definitely preempt the possibility of psi phenomena, such as pronouncements that they violate natural laws or have been shown to be groundless, have not been endorsed by various eminent figures in psychology, physics, and other areas.
Perspectives
I wrote this paper after editing a large compilation of the literature on the field and weighing the arguments for and against the existence of psi phenomena. My aim is not to persuade everyone to arrive to the conclusions I arrive to, but to make them informed of a fascinating but very complex area.
