Sure there's politics, but policy can achieve some normative rationality...!!
What is it about?
This paper emerged from the work done in the late 1970s at the Indian Institute of Management, Ahmedabad (IIMA), by selected members of the Marketing Area faculty. There was considerable involvement of IIMA marketing faculty in developmental policies in India in those days, and I (Nikhilesh Dholakia) took the initiative of creating a kind of meta-model of the policy process.
Why is it important?
Although it is a short piece, there are some succinct lessons here of how normative policy models work (or do not work) in bureaucratic settings.
