What is it about?
A non-parametric methodology that does not rely on assumptions to assess an urban water utility efficiency. The methodology benchmark an urban water utility under a yardstick competition like empirical methods using pure variable values. Thus, no chance of promoting/favouring a weak performing utility in a high position, and efficient benchmarked utility are considered to have quality management strategies for others to copy.

Why is it important?
Helps regulators and water utilities around the world simulate the same quality management strategies. Regulators using the proposed efficiency assessment methodology, their utilities have a chance of sharing quality management strategies from one country utility to another country's utilities.
