What is it about?

A non-parametric methodology that does not rely on assumptions to assess an urban water utility efficiency. The methodology benchmark an urban water utility under a yardstick competition like empirical methods using pure variable values. Thus, no chance of promoting/favouring a weak performing utility in a high position, and efficient benchmarked utility are considered to have quality management strategies for others to copy.
