What is it about?
At present, the initial carbon emission quota system is the main form of carbon abatement task allocation. Scholars at home and abroad have put forward many indicators that can be used for the allocation of initial carbon emission quotas, including single indicators such as economic development, energy consumption, carbon emission, population, etc., as well as some comprehensive indicators such as weighted average and compound operation. To sum up, scholars have studied and put forward many methods to measure carbon emission efficiency and carbon abatement efficiency, and analyzed many indicators or methods that can be used for carbon emission quota allocation, i.e. carbon abatement task allocation, which provides an important theoretical basis or premise for further research on carbon abatement efficiency. However, until now, the research on the relationship between the carbon abatement efficiency of each unit and the overall carbon abatement efficiency is relatively weak, and the issue of improving the carbon abatement efficiency by optimizing the allocation of carbon abatement tasks has not received enough attention. Although the existing literature studies the optimization of carbon abatement task allocation to improve the efficiency of carbon abatement, these studies are based on the static carbon abatement efficiency measurement data of each unit. In fact, the carbon abatement efficiency of each unit will change with the change of its carbon abatement, which is not immutable. If only according to the static carbon abatement efficiency data of each unit to optimize the task allocation, not only the calculation error is large, but also does not conform to the actual work of carbon abatement.

Why is it important?
In view of the above problems, this paper uses the non-radial distance function method to calculate the carbon marginal abatement cost of each unit by introducing the weak resolvability variable of variable scale return hypothesis. Statistical modeling and parameter estimation are used to estimate the carbon marginal abatement cost function of each unit. Based on the dynamic carbon abatement efficiency data of each unit, the assignment of carbon abatement tasks is optimized, so as to improve the carbon emission efficiency. Based on the calculation of provincial carbon marginal abatement cost and the estimation of carbon marginal abatement cost function, this paper constructs the corresponding provincial carbon abatement task allocation model, so that provinces with high carbon abatement efficiency can undertake more carbon abatement tasks. This can not only improve the overall carbon abatement efficiency, provide a theoretical basis for the efficient allocation of provincial carbon abatement tasks, but also have a certain practical value for mobilizing the enthusiasm of provincial carbon abatement work and promoting the smooth realization of national carbon abatement goals.
