- This synthesis analyses how rationales are translated into participatory practices: meaning "whom?", "what?", "why?" and "how?" are included or excluded in decision-making. - It synthesizes 10 case studies of Green Infrastructure planning in Estonia. - Participatory processes stalled if expectations of public officials (organisers) and stakeholders did not match. - For practical decision-making, public officials need to consider not only which stakeholders ("whom?") to include but also which of their concerns ("what?") -- e.g. their interests or knowledge claims -- are most urgent in the specific case.
