What is it about?

Macroscopic individuality stems from Locality of Time. There is not the global, universal time for the physical universe. Rather, local time for a closed system is generated by the system's hamiltonian via the unitary Schrodinger dynamics. This novel scheme is perfectly suited for description of the quantum decoherence and measurement situations.

Why is it important?

Technical simplicity of the local-time scheme straightforwardly reproduces some basic findings in quantum decoherence and measurement while offering an answer to the so-called 'preferred basis problem'. A closed composite quantum system exhibits behavior that is characteristic for open quantum systems without a need for the 'state collapse' or environmental influence. Local Time is more general than the 'emergent time' and 'relational time' concepts and can describe some hybrid systems dynamics.
