What is it about?
Implications of the composition of public expenditure are important for public policies on economic growth. One of the challenges in allocation of budgetary resources is assessing the quality and effectiveness of the expenditure items on which the resources are located. This study attempts to generate empirical information that is critical for a country with limited fiscal space and in dire need for effective allocation of budgetary resources like Kenya.

Perspectives
There is a growing consensus that economic growth is a key enabler for successful and sustainable fiscal consolidation. In view of this, this paper examines the growth effects of the high budgetary allocation for public recurrent costs in Kenya.
