What is it about?

The concept and culture of Leadership in general and Strategic Leadership (SL) in particular, initiated and largely dominated by Anglo-Saxon countries, are not yet integrated nor implemented into the management methods of French-speaking public administrations. Therefore, this chapter book aims to better explain the American SL concepts and dig in how to integrate them to better lead any large organization while taking in account sociocultural and historical specificities of each country. We tried to check how far these concepts are understood and integrated in Moroccan public universities as the empiric study, especially at strategic level. Then, we tried to check the coherence and relevance of all the approach at all the other levels (Strategic, Operational and tactical) based on the vision initially developed at political-strategic level. Finally, the gaps allowed us to suggest some recommendations to enhance the mode of governance in any large organization at strategic level while maintaining the alignment and the coherence at all the organization` levels

Why is it important?

It`s important because this article provides some best practices, as a check-list or a toolkit, likely to enlighten Strategic Leaders at the level of any large organization (CEO, deputy CEO, Boards of Directors, strategic teams, etc.), for a progressive implementation adapted to their national specificities. The objective is to guarantee major strategic orientations, develop visions and their implementation, and better lead changes in order to contribute to decision-making processes in an increasingly VUCA world.

Perspectives

I would like to adopt in the future a more global approach by broadening the sample of target populations in applying these study to other vital strategic sectors (industry, finance, banking, health, etc.) for more significant benefit to the academic community. The scope of the study may also be extended to small and medium-sized organizations or businesses. Other similar research could be carried out on other levels, namely tactical and operational leadership, in order to see more closely the impacts of daily practices on the operational and tactical performance of organizations. Furthermore, deeper research could be done in the future, with the aim of conducting a reliability study and evaluating the overall impact of a possible implementation of ASL in the governance model within public national administrations. Finally, more in-depth research on other concepts specific to SL (Styles, PLDP, ethics, diversity, culture, etc.).
