What is it about?
This article provides an overview of what was then an unpublished early manuscript by Grotius on sovereignty, the just war and the legitimacy of the Dutch revolt. Discussed are also a sheet of page references which Grotius prepared at the time of writing the treatise.

Why is it important?
The manuscript is especially interesting for Grotius' early use of Bodin and development of ideas of sovereignty. Noteworthy is also his use and references to the works of Francisco de Vitoria.
