What is it about?
The Spanish administration in the Philippines marked as one of its priorities on the island of Luzon the connection between the ports of the gulfs of Manila (main exporter port of the Philippines) and of the Gulf of Lingayen (natural port of arrival of the Chinese goods From Hong Kong).
