What is it about?

This paper explores how environmental education has evolved within the environmental licensing process in the Brazilian state of Minas Gerais. It examines changes in legislation and practice over time, showing how environmental education has shifted from a compliance-focused requirement to a more participatory process that involves local communities. The study discusses key regulatory milestones, the introduction of participatory socio-environmental assessments, and the remaining challenges for making environmental licensing more transparent, inclusive, and effective.

Why is it important?

Environmental licensing is often seen as a technical or bureaucratic process, but it also affects people, communities, and local development. This paper shows that well-designed environmental education programs can strengthen public participation, improve dialogue between stakeholders, and support more sustainable decision-making. By reviewing the experience of Minas Gerais, the study identifies lessons that may help policymakers, environmental professionals, educators, consultants, and researchers improve environmental governance in other regions facing similar challenges.

Perspectives

As one of the authors, I believe this publication highlights an aspect of environmental licensing that is frequently underestimated: the role of environmental education in building trust, encouraging dialogue, and promoting shared responsibility. Through this work, I wanted to demonstrate that effective environmental licensing depends not only on technical assessments but also on meaningful engagement with the people affected by development projects. I hope this paper encourages researchers and practitioners to view environmental education as a strategic component of environmental governance rather than simply a regulatory requirement.
